We do not charge a Handling Fee for shipping within USA.
International may have a Handling Fee depending on the Shipping Method when paid through PayPal, because PayPal will charge us a % on the shipping cost as well.
If shipping costs let's say U$50, then we need to ask the Buyer to pay for that extra commision fee impossed and deducted from us as part of the shipping cost for his/her International purchase.
